39TH ORDINARY GENERAL ASSEMBLY OF ECOWAS BROWN CARD

The Council of Bureaux of the ECOWAS Brown Card Insurance Scheme held its 39th Ordinary Session in Accra Ghana, Movenpick Ambassador Hotel from November 20 to 24, 2023

The main Theme of the meeting is : “Positioning the ECOWAS Brown Card Insurance Scheme as a Specialized Institution/Agency of the ECOWAS Commission for effective free Movement and Trade Facilitation ”
A total participation of fourteen (14) member countries is represented.

The week of November 20 to 25, 2023, was marked by the 49th Ordinary Session of the Council of Bureaux of the ECOWAS Brown Card Insurance Scheme, a large-scale event held in Accra, Ghana.

This gathering is a key initiative to discuss relevant issues surrounding the legal status of the Brown Card within the ECOWAS Commission, digitalization and the establishment of an international monitoring body for the Brown Card Insurance Scheme .

The first day, November 20, 2023, began with the Executive Committee meeting followed by a welcome cocktail which took place at the Ambassador Movenpick Hotel to warmly welcome the guests,

The day of Tuesday, November 21 is dedicated to speeches and official presentations. Important distinguished guests, including the representative of the Minister of Foreign Affairs, made their voices heard during the official opening ceremony.

Discussions will focus on the legal status and implications of the digitalization of the Brown Card in the ECOWAS region.

The day of Wednesday, November 22, 2023 continued with in-depth presentations on the establishment of an international monitoring body for the Brown Card, followed by a General Assembly behind closed doors : the members took resolutions concerning the reports of activity, the adoption of the activity plan and the budget for the year 2024.

Thursday, November 23, 2023 began with the continuation of the General Assembly behind closed doors, where discussions on the adoption of the Harmonized Constitution of the National Bureau, the elections of the vice-chairman and the Chairman of the Council of Bureaux took place . This day ended with a gala dinner, including votes of thanks speeches.

Friday November 24, 2023 ; Participants had the opportunity to relax and discover the natural beauties of Dody Island and Lake Akosombo during a special excursion.

This 49th Edition of the General Assembly aims to open avenues of reflection and define strategic directions for the future of the ECOWAS Brown Card. A unique opportunity for representatives from diverse backgrounds to help shape the future of this essential cross-border initiative for the West Africa region.
