The ECOWAS Brown Card Insurance Scheme held its Second Zonal Meeting of 2026 in Lomé, Togo, focusing on key issues related to improving the functioning of the Scheme, managing cross-border claims, and accelerating its digital transformation.
Organized with the participation of representatives of the National Bureaux, insurance companies and the various stakeholders of the Scheme, the meeting was held at the Hotel 2 Février / Sarakawa and constituted an important milestone in the preparation of the 42nd General Assembly of the Council of Bureaux.
A Meeting Focused on the Performance and Transformation of the Scheme
The discussions focused in particular on the operational status of the ECOWAS Brown Card Insurance Scheme, with particular attention paid to the operational performance of the National Bureaux during the first semester of 2026.
In this regard, the Executive Secretaries of the National Bureaux of Benin, The Gambia, Côte d’Ivoire, Ghana, the Republic of Guinea, Guinea-Bissau, Liberia, Nigeria, Sierra Leone, Senegal and Togo presented their activity reports.
These presentations provided an opportunity to review the trends in claims, their processing and settlement, as well as the challenges encountered by the various Bureaux in carrying out their missions.
Operational Performance Reviewed
The review of data for the first semester of 2026 revealed a significant volume of activity in the management of cross-border claims.
A total of 1,592 claims were reported, while 352 claims files were settled, for a total amount of 1,613,857,000 FCFA, equivalent to 2,839,518.45 USD.
These data enabled participants to identify the main challenges still facing the System and to develop areas for improvement, particularly with a view to accelerating claims settlement, strengthening claims file monitoring and improving recovery mechanisms among the various stakeholders.
Digital Transformation at the Heart of the Discussions
Digital transformation was one of the main areas of focus of the Zonal Meeting.
Participants reviewed progress and prospects relating to the digitization of claims management, particularly through the establishment of an integrated regional platform designed to improve the processing, monitoring and settlement of claims files.
Discussions also focused on the need to ensure better interconnection among the National Bureaux and to provide digital tools enabling faster, more reliable and more secure circulation of claims-related information.
This approach is part of the System’s ongoing efforts to modernize its procedures and strengthen its operational efficiency for the benefit of policyholders and victims of cross-border road traffic accidents.
Experiences and Expertise Shared
The meeting also featured several technical presentations addressing different aspects of the modernization of the Scheme.
Presentations by the ADDIN Group focused, among other areas, on information technology, claims management and experiences from other regional insurance mechanisms, thereby enriching the discussions.
In this regard, the participation of Mr. Calven Mutyavaviri, Director General of the COMESA Yellow Card Scheme, provided participants with an opportunity to benefit from the experience of another regional motor insurance system and to exchange views on best practices in cross-border cooperation, digitalization and claims settlement.
Towards Greater Efficiency of the ECOWAS Brown Card Insurance Scheme
At the conclusion of the meeting, participants reaffirmed the need to pursue efforts aimed at improving the performance of the Scheme and strengthening cooperation among the National Bureaux.
The discussions particularly emphasized accelerating digital transformation, improving claims monitoring and settlement, strengthening recovery mechanisms, and consolidating cooperation among the various stakeholders of the Scheme.
The recommendations arising from the meeting will contribute to the preparation of the upcoming institutional activities, particularly the work of the 42nd General Assembly of the Council of Bureaux of the ECOWAS Brown Card Insurance Scheme.
Togo Reaffirms its Commitment
By hosting this Second Zonal Meeting of 2026, the Togolese National Bureau reaffirmed its commitment to strengthening the ECOWAS Brown Card Insurance System and consolidating cooperation among Member States.
In his closing remarks, Mr. Max ASSIGNON, Chairman of the Togolese National Bureau, highlighted several priority areas for action, including accelerating the digital transformation of the Scheme, strengthening claims monitoring and settlement, and improving collaboration among the various stakeholders.
He also expressed his sincere appreciation to all delegations and participants for their active contribution to the proceedings, as well as to the institutions and partners whose support contributed to the success of the meeting.
The Second Zonal Meeting of 2026 in Lomé thus provided an opportunity to strengthen dialogue among the National Bureaux, share experiences and identify concrete directions towards a more modern, efficient ECOWAS Brown Card Insurance Scheme, better adapted to the requirements of mobility and regional integration.
